The pace bowler has claimed 309 wickets in 71 appearances with an stellar bowling average.
The Australian chair of selectors George Bailey has confirmed that skipper Cummins will have a crucial role in the forthcoming England-Australia contest.
Rumors had circulated that the 32-year-old might sit out due to a ongoing back issue that remained unresolved.
Initial reports from team management suggested no final decision had been made regarding his involvement, with the five-Test series kicking off on November 21 in the WACA.
He revealed that Cummins is "building up" and remained hopeful about the prospects of being involved.
"It's clear that the clock is ticking and various factors at play, aside from the physical problem, but further aspects," the selector added.
"It's positive. We firmly believe that he's going to play a major part. With luck starting in Perth. If not, we'll adjust."
Injury History
The captain missed the ODI and T20 games against India and New Zealand last month after scans revealed a lower back issue.
He has a history of spinal problems, with recurrences in several earlier campaigns causing him to miss multiple domestic campaigns in a short span.
The bowler mentioned he would be bold in recovery efforts in his comeback strategy to ensure his availability for the series.
Bailey noted that it was unclear if he had started his bowling workouts as part of his rehabilitation but admitted it was "getting tight" for him to be fit for the initial match.
Contingency Plans
Should Cummins not be fit, ex-skipper Smith will lead the side.
Versatile player Green was recently pulled out from the ODI lineup for their limited-overs matches against India as a safety move because of an abdominal issue.
Bailey described it as a "minor" injury and mentioned that Green will play in the state-level matches, so will be "well-prepared to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to take part for the opening match as an all-rounder," Bailey explained.
"He was only going to play the starting games anyway. His aggressive style the willow in shorter formats, if it causes any delay for a short period, we just made the decision to take a cautious route."
